Plans have been submitted for the building of two new houses in the Park Street area of St Albans.
Developers DLA Town Planning said they are submitting the proposals because "there is a pressing need for new housing in the district."
They say that the houses cannot be objected to as the application is in an already existing residential area.
However, concerns have been raised about the impact of the new properties on the character of the area and an "overbearing impact" on a neighbouring property.
The plans would see an existing house demolished to make way for a pair of new properties.
Both new houses will have four bedrooms.
While DLA Town Planning insist that the houses will be in character with the rest of the area, the plans have been met with some criticism from nearby residents.
One pointed to the approval of a similar housebuilding project on the same road as setting a bad precedent, writing: "This application now effectively seeks an incremental development of carbon copy properties thus establishing a row of three.

"Mayflower Road was established with mixed properties being Bungalows and Houses. No two detached properties being of the same scale or design. That is completely out of line with the character of the road.
"The street scene should not be further compromised."
Another wrote: "This current application is further leading to the overdevelopment of this quiet residential road which will have a detrimental effect upon the overlooking properties of which ours is one."
Members of the public have until August 3 to have their say on the proposals.
