More than 30 new homes could be constructed following the demolition of a sports club, paintball site and a large chalet bungalow that contains 31 dwellings.
If accepted, 34 low energy homes would be created at the site of Bricket Wood Sports And Country Club, Lye Lane, with 50 per cent reserved for those aged over 55.
Eight two-bedroom flats are included in the plans, along with nine two-bedroom houses and 17 houses that are currently of unknown capacity.
Despite the site being located within the Green Belt, it has been previously developed upon.
A design and access statement reads: "This scheme is specifically designed to have minimal impact on the environment whilst resulting in significant overall benefits, including removing previously problematic non-conforming uses.
"Exceptional grounds exist to overcome the presumption against development in the Green Belt."
A sustainability statement adds: "The guiding principle will be to minimise the embedded carbon in the construction materials and to design with total life impact the primary consideration in design and choice of materials.

The plans can be viewed by using reference 5/2024/0086 on the St Albans City & District Council planning portal.
Residents have until Saturday, April 6, to comment or object to the proposal.
