Mr Wickens has been encouraging residents to become Neighbourhood Watch members, to help prevent them from becoming victims of crime.
A spokesperson for Hertfordshire Constabulary said: "St Albans has over 20,000 members that receive messages from Neighbourhood Watch and the police, which is 35 per cent of households in the district.
"Well done to Malcolm for his continued hard work."
