The driver has since been banned from driving any vehicle into the Starbucks car park, and provided with a warning by Hertfordshire police.
A spokesperson for Hertfordshire Constabulary said: "With help from the Community Safety Unit (CSU), we attended the owners address and issued them with a Community Protection Warning (CPW) which effectively bans them from driving any vehicle into the Starbucks car park.
"The owner was also issued a Section 59 warning for them and their vehicle, so if they are caught driving in an anti-social manner again their vehicle can be seized by police.
"We are monitoring the area, engaging with the local residents, and will continue to actively pursue drivers which are causing a nuisance."
Since this incident the car park has been closely monitored by police.
One driver, with illegal tints in his windows, was reported and forced to remove them at the roadside.
