The area would then become the responsibility of St Albans City and District Council.
A final decision will now be taken on Friday, February 10.
A spokesperson for Colney Heath Parish Council told The Herts Advertiser that St Albans City and District Council had ordered Colney Heath Parish Council to "hand them Gloucester Park for nothing".
When approached for comment, a spokesperson for St Albans City and District Council said: "We received an application last month for Gloucester Park/Fields to be nominated as an asset of community value.
"This came from the Gloucester Park Action Group.
“We consider all applications according to the legal process set out in the Localism Act 2011 and the Asset of Community Value Regulations 2012.
“Details of that process and the criteria for being registered as an ACV are available on our website (https://www.stalbans.gov.uk/assets-community-value).
“The Gloucester Park/Fields application will be determined by Friday, February 10, and the result communicated to all interested parties, as set out in the legislation, including Colney Heath Parish Council.
“A full list of ACVs as well as unsuccessful applications are also available on our ACV webpage.”
